In the past 9 months, the entire Finance sector has promoted propaganda, education, inspection and examination to promptly detect and handle corruption.

Raise the sense of responsibility of officials and civil servants

In recent times , the Ministry of Finance has always actively and proactively led and directed the implementation and implementation of legal regulations on preventing corruption and negativity. Party Committee of the Ministry of Finance, Minister of Finance also directed heads of agencies, organizations and units of the Ministry of Finance to coordinate with party committees at all levels to thoroughly grasp the task of preventing corruption and negative actions. 2023 and seriously implement the conclusions of the General Secretary, Head of the Central Steering Committee on preventing corruption and negativity, strengthening the implementation of measures to detect and handle “petty corruption” and speed up the process of appraisal, valuation of assets, and provision of documents at the request of investigation agencies for economic corruption cases. As a result, in the past 9 months, the Party Committee of the Ministry of Finance issued Resolution No. 05-NQ/BCSĐ to lead and direct the successful implementation of budget and financial tasks in 2023; and many official dispatches and documents to thoroughly grasp and implement the Conclusion of Comrade General Secretary, Head of the Central Steering Committee on Anti-Corruption and Negativity at the 20th, 21st, 22nd, 23rd, 24th Sessions of the Steering committee.

At the same time, regularly propagate, disseminate, educate, and thoroughly grasp the Party’s guidelines, policies and laws of the State on preventing corruption and negativity. Thanks to that, we can promptly detect and handle problems that arise internally, prevent troublesome, harassing and negative manifestations, contributing to creating trust and satisfaction of people and businesses.

The Ministry of Finance continues to promote strict implementation of regulations on publicity and transparency in the activities of agencies, organizations and units, focusing on sensitive areas that are prone to corruption such as: Taxation , Custom; staff organization work; procurement, management and use of public assets; annual budget estimates and settlements; publicize data on public debt; inspection and examination work… on the Ministry of Finance’s electronic information portal and other forms of publicity according to the provisions of the Law on Anti-Corruption.

Actively carry out propaganda on policies to reduce taxes, fees and charges to support people and businesses; review, review and simplify administrative procedures. Implement administrative reform propaganda integrated into meetings, forums, and dialogues with businesses to provide information and promptly listen, answer, guide or direct to remove difficulties and obstacles. problems related to institutions, policies and administrative procedures.

It can be said that by synchronously implementing both educational solutions and strong deterrent measures, the work of preventing corruption and negativity in the Finance sector has had positive changes. in the actions and perceptions of officials and civil servants.

Agencies, organizations and units under the Ministry of Finance develop and strictly implement codes of conduct and professional ethics to help officials and civil servants strictly comply with the provisions of law when carry out tasks, prevent corruption and negativity. In the third quarter and the first 9 months of 2023, the entire Finance sector inspected 443 agencies, organizations and units on the implementation of codes of conduct for officials and civil servants. As a result, most officials and civil servants strictly comply with regulations in performing public duties, without having an arrogant or bossy attitude that causes trouble for the unit.

Thanks to that, important results are obtained, gradually preventing and repelling corrupt, negative and wasteful acts; Respond promptly and effectively to the Government’s direction and administration requirements. The effectiveness and efficiency of anti-corruption in this period of the Ministry of Finance has changed in a more positive direction, such as the number of corruption cases and the number of subjects with corrupt acts detected decreased compared to the previous period.

Control assets and income of people with positions and powers

In order to seriously and effectively implement the Law on Anti-Corruption in 2018, Decree No. 130/2020/ND-CP dated October 30, 2020 of the Government on controlling assets and income of people holding positions and rights term in agencies, organizations, units… On March 16, 2023, the Minister of Finance issued Decision No. 356/QD-BTC promulgating the plan to verify assets and income in 2023 of the Ministry of Finance In 31 units, the number of people verified is 600 people.

To date, the Ministry of Finance has completed drawing names of people to be verified according to the selection criteria as prescribed in Article 16 of Decree No. 130 /2020/ND-CP dated October 30, 2020 of the Government and is Implement asset and income verification according to the approved plan.

In the first 9 months of 2023, the Ministry of Finance conducted 04 administrative inspections as planned, circulated 05 administrative inspection conclusions at 05 units (01 carried over from the previous year). Through the inspection, it is recommended to handle finances and pay 100,788 million VND to the state budget, of which, it is recommended to pay 81,193 million VND to the state budget; Other economic handling is 19,595 million VND. The units have implemented the recommendations and paid 63,163 million VND to the state budget.

In addition, the Ministry of Finance also directed to strengthen internal inspection at units, contributing to preventing, detecting and handling violations in the performance of duties and public duties by officials and public employees. officials and workers throughout the industry. As a result, in the first 9 months of 2023, the entire Finance sector has carried out 1,657 internal inspections, through inspections, it has discovered and recommended financial handling of 28,502 million VND (of which: Recommendation to collect and pay to the state budget is 25,595 million VND, other proposed handling is 2,907 million VND); The amount collected and paid to the state budget is 19,202 million VND (including accumulated revenue from previous recommendations).
